How to become a licensed vehicle manufacturer?

Does anybody know what it takes as far as documents submissions, license fees, etc. to become a fully legal vehicle manufacturer? I understand that in CA the DMV has vehcile manufactuer licenses for a fee and some forms. What about a fedreral license, the other states? etc.

Contact your State Motor Vehicle Division. They should be able to get you to the right people.
