Electrical Question - Shuko Cord?

I went over to the favorite Marine Shop .. And I quickly walked by the electrical section and I saw a package that said Shuko Cord or was it Shuko Power Cord...

Ok since Im totally - well ok almost totally electrical iliterate what is the use (function) or purpose of this type of cord?

Is Marine Shore Power more Higher Standard than that of normal shore power hookup ?
