Doesn't make much difference.
His appliance draws 1.3A at 120VAC = 156W

His inverter is rated at 150. He's not going to have enough juice to run the blender. It's a motor and as such will have a larger start up current than the rated 1.3A and if he's lucky he might get 120W out of that cheap inverter.

So, Ted, you need a new inverter and battery, or a lower powered blender.
