Yes, that should be recycled or junked. Use a modern multi-stage charging unit. Those oldies are battery killers as Bruce stated. If they don't charge too much and boil the battery they don't charge enough and the battery dies by sulfating. No win anyhow you look at them.
If you're into cast iron, I bet that could be used for the heart of a electrolysis tank. Modern "automatic" chargers won't work, but older manual types will.
