Charging battery off running lights power supply

Can I tie into the running light wiring to charge my batteries as I drive?

No. Those wires are typically good for only a few amps. Maybe some small lipos for lights or phone but not a deep cycle lead acid battery. You'll need a proper device that isolates the car and trailer batteries (so you don't run down your car battery) and have to run a dedicated (heavier) wire for charging the battery in the trailer.
