I was wondering the same thing, since throwing grey water on the ground seems to be taboo in most places.
I think the grey water rule is to inhibit folks from dumping dish water with food particles simply onto the ground. Areas where the critters are large and unpredictable this could become an open invitation so I understand the reason for this rule. I think the park simply turns a blind eye to the soap ladened water.
