Steve you are correct on this.. Spacer here are not allowed.. Maybe elsewhere but not here.

I had a hub made by a machinist to get around that.. nothing was ever said about it at preinspection..Its one solid piece sooooooo.

Wheels are plentiful, Heikki - I would find a set with a more standard offset and bolt spacing. Chroming them would probably be cheaper than resolving all the other 'problems' you're going to encounter
