HF Safety Chain Install - Tongue Coupler

Hey Guys, installing the safety change, per instructions, they want you to route one of the two tougue coupler bolts through one link in the chain? Seems weak. Don't even know if these two bolts holding on the tongue coupler are grade 8. Is there a better way to attach the safety chain (without welding) :D

I used two chains on my home build and each chain as a single link (end link) under its own bolt.... Might lose one bolt and one chain. but doubt I would loose both bolts and both chains... Also in some states (Calif) its not a acceptable practice to weld safety chains...
