Shackle Strap Top Bolt

So I am working on getting my old leaf pack off, but the top bolt on the shackle strap is stuck hard. The nut came off easy enough, but I broke a socket extension trying to get the bolt to turn. Trying to hammer it out did nothing as well, though I didn't super hard as not to damage anything. Is there a trick for this bolt?

It may have a groove worn into it and be catching on that, but more likely it sounds like it is just rusted. Wash it down with PB Blaster and let it sit overnight. Also, you could try some heat on it, cycle it a few times, heat, allow to cool, heat.
