It will flare up. You will have flames for about 30 seconds. Spin the tip cleaner a couple times after it lights. Then it should settle down. Make sure the tip cleaner lever is down after you spin it.

Light a match, and have it on the mantles, crack the valve, Listen to it hiss, you can hear a change in the sound when the fuel hits the mantles.
