That's a late-50s Bond Minicar three-wheeler with the single cylinder motorcycle engine driving (and turning with!) the single front wheel. It may be the Mark E with its 200cc engine or, the hot-rodder's choice, the Mark F with a throbbing 250cc engine capable of more than 50mph.
