I do agree with everyone else a good pocket camera takes superior photos vs phone cameras. But, there is a way to come out with best possible quality photos if you go the phone camera route. The Olioclip or magnetic lenses from Photojojo are excellent and give you options like macro, fisheye, wide angle, and/or a small amount of zoom. And they're all tiny and will fit in a purse/backpack/jacket pocket no problem. The second half of great phone pictures is to use a photo editing app like Snapseed.

I bought an Android 4.2 3G based on price. Since I will not be getting any phone service I can't download any apps...right?

If it has WiFi capabilities, then you can download if you have a WiFi signal.

With wi-fi you can get Google Voice on it and use as a phone whenever you have wi-fi available.
