The first thing I have to mention is the fork is backwards on your bike.

Are you sure it's not the handlebars that are backwards?

Glenn; you are right. I just re-looked at the picture. The fork is backward ( Kevin is also right ). Remount the handle-bars in the right direction and the cables will not bind also.

nice catch on the fork -- I didn't notice it the first time through!

Just take a wrench with you -- they don't weigh much, but replace the tires with some 26 inch road tires -- several to choose from 1.5x26 baldies would be fine. That will make a huge difference in how the bike rides. You will notice MUCH less drag and MUCH easier to pedal.

And fixing the fork will make that bike handle like a [comparative] dream!
