Applying Foam Board

Ill be using foam board to insulate. I used it for the roof. Works great! I also get it free. But...when I use regular glue, it melts the board where the glue was applied. I'm applying the foam board to plywood. Is there a glue out there that won't melt the foam board?
I'm also going to use wallpaper on top of the foam board.
