Painting Over Mill Scale on a Homemade Trailer

Good afternoon everyone,
I am curious, if anyone who has built a trailer from scratch, has had success painting over mill scale.
And, if you have, how has it held up over time?
I will remove it all if I have to, but if I don’t, it would certainly save a decent amount of time.
