There in lies the rub.
90+ temps are generally accompanied with 90% humidity here in Indiana in the dog days of summer.
There is so much humidity you can drowned in your own sweat without a bit of evaporative cooling.
Just spring for a $99.00 window shaker and duct it into a window. You have paid for the electricity why not use it.
One low budget thing that I have found that does work is the micro misters where a pump delivers the water in a ultra fine mist generally aided by a fan. There is not enough extra moisture to soak you but the mist is cooling and the bugs won't bug you as they can't fly in the very humid mist. You might have to make more than a few trips to the water hydrant though.
