A simple picture editor can load picture and re-size and save it smaller, with out loss of resolution or it becoming to pixelated.... Making pictures larger can be a problem with pixelation beyond a certain point (size)...
The program I like is IRFANVIEW as you can crop, rotate, sharpen, adjust colors and brightness, add text to pictures...
Its pretty intuitive once you start playing with it.....
ONE THING you do not want to do is NEVER save doctored/altered picture over master picture, if you do you have changed master forever and if you ever want to use it as a base for new picture it will not be the original...
ALWAYS SAVE altered picture under new name...

Basically you have to do is load picture, select "Resize/Sample" from drop down menu and select preformatted size, or put in your own parameters and then check pic to see if size is what you want, then save it under new name ("save as" option)...
