titling help

so i got pulled over the other day and was told i needed my ttt lic went to dmv and got the run around as i didnt build it and im the 3rd owner they want me to prove that i didnt steel it got a bill of sale any help wood be very nice oh im in portland oregon thanks all

update to question its a tear drop and in oder to say i build it i have to have recipts ive noticed 98% of tear drop here arent lic so i dont know what to do

Is it a teardrop/utility trailer, or a tiny travel trailer?

Start over tell them you built it and need to title it.
