Bantam M100 kit trailer frame cut dowm

After clamping the box to the frame. I though I like to go with 14" wheels .This kit is on a 40 &1/2" by 48" Harbor Freight frame and I got the 40 &1/2"wide fiberglass kit .
.To move the tires out so if I get a flat it won't hurt anything I do not want to use spacers. Where I got the kit from has a 38 1/2" front like the real m100. The back will be a full tailgate.
I will be get there chuck-wagon kit soon.So was thinking I get the smaller front at the same time save on shipping. Move the spring pads. cut the frame 1" per side.

How would you fix the power coating they have on the frame.Will paint bond to the power coating are will it just crack and rust at the joint.
