Tinypic?

Was there a "Tinypic" clicky on the options list above at one time? I am trying to make the birthday greets a little nicer but I'm so lame when it comes to this. Anyway, I thought there was an option called "Tinypic"...or maybe I'm just off track here. Help please!

Ummm.... Don't remember one, but just for you....

However the is a "stickie" about making bigger pics smaller...

Another solution is IRFANVIEW its a simple picture edit/crop/brightness/color balance software for tweaking pictures....

All I'm trying to do is add a birthday graphic image from Google Images but I'm not having any luck. Cliff (Cliffmeister2000) helped me with instructions but it's not working with Windows 2010.
