While I have no idea on what to do in Utah...here in Ca, typically...you take in all the receipts (give them a copy), frame, body etc...., show what you've done, and get in front of a person. Make sure you have the trailer sitting in the lot, and if they are really particular about transporting an unlicensed trailer, go in advance and get a temporary transportation permit if they require one. I've never had any luck with a phone call....you need to be in front of a person...much harder to blow you off. Since you already have a VIN, I can't imagine that it's going to be a real problem. Here...I scratch build frames and have no VIN....just take in the receipts and do it as a "special construction". Just what works here. You can always just register it as a HF utility trailer, but most of the insurance companies will want it titled in something other than utility if you want insurance. Either way...you need to be in front of someone to plead your case. Just my opinion. Doug
