I know they flash on both my boat and utility trailers. I don't know if they are supposed to flash, but both were wired according to the instructions. I've also seen amber flashing turn indicators on the side of semi-tractor trailers.

Cool. Right now, I plan on making my DIY controller flash the amber markers on and off with my turn signals.
