How far above the tires should the fenders be for those pot holes?

Measure the distance from the bottom of your frame and the top part of your spring atachment to the axel and add an inch ( axel tilt fudge factor and mud sticking to tires ).

Someone else might have a different way.

It depends on how stiff your springs are and how much your tear weights. You can most likely get away with the lip of your fender being even with the top of the tire. Chances are because of the weight of your tear, if you hit a pot hole the whole tear will bounce.

P.S. On second thought. Your running with itty bitty wheels and most likely H.F. type fenders. So locate the fenders (top of fender) about 3" above the top of the tire. That'll work.
