80" Trailer Light Laws

Okay, so there are different rules if your trailer is wider than 80".
My question is... how is this measurement taken? Is it frame width, or are wheels included?
My frame is only 60", but my wheels are 12" with a 2" gap to the frame... so I'm 88" wide.

Do I need running lights on the top - front & rear of the teardrop?

Measure the widest extremities. If the fenders are outside the box that is what is measured. If wider than 80" the over 80 light pattern must be followed to be 100% legal. Here's a nice site with pictorials. http://www.pmlights.com/requirements.cfm

I think my 5 x 10 may not be in compliance as sold by the manufacture 25 years ago. Maybe the side markers were not a requirement then. But I need to find out if I have to add them to be in compliance. Mainly in my case, it is the front side markers in yellow/amber. I might ask a State Trooper the next time I have a chance.
