Torflex tire wear

It's been a year since I finished my trailer, and I just discovered my tires look like this (yeah, I dodged a bullet):

It was the same on both sides, both on the inside. I drove 3k, maybe 4k miles last year, which doesn't seem like all that much.
The trailer is not overloaded - it's 2000lb torflex axle, and CatScale showed axle weight at around 1200lb (I probably added 100, maybe 200lb more - 2 foam mattresses, some food, blankets, couple of things in the kitchen). Certainly not even close to 2000lb limit.

The wheels have been angling outwards from the beginning (toe-out). I was told this would resolve with some towing as the rubber in the axle settles in place, but that doesn't seem to be the case.
Any ideas of what to do? From what I know torsion axles can't be aligned in any way...

I did a search for torsion axle alignment. There are lots of reports. I am no expert I am sharing what I found.

200 lb on the steer axle?
Please tell me that is incorrect.

I don't know if there are different styles of Torflex axles, but mine has absolutely zero provision for alignment, aside from bending the axle or swing arm(s).

No, that's actually me standing on the steer axle scale when they took the reading :)
4860lb is the entire tow vehicle, 1240 is the trailer axle.
