Higher quality fabric, the stuff coated with bed sheet is much smoother. Ive heard of using linen for smooth finishes. Also finishing the filling of the fabric with a high build primer.
Another idea used by one builder, cabosil, aka fumed silica, added to latex paint to make it thick to fill voids.

So yesterday I went over to Hone Depot and picked up a gallon of BEHR MARQUEE® Exterior Satin Enamel in a light grey. Since I had some muslin fabric laying around from another project I decided to apply that onto a test piece of plywood. It looks as thought a couple coats might make it fairly smooth. I am letting it dry until tomorrow to add the next coat. I'm crossing my fingers...
