Painted Body

Hi,
The maintenance man at work builds adirondak chairs as a hobby. He showed me his sample and it was gorgeous. I asked him about the painted finish because it looked very good. He said he put concrete hardener or setter in the paint to harden the paint when dry. He say it holds up better to the elements. Said he got it at Home Depot in Florida.
Looked in Mass HD but couldn't find it. Has anyone heard of the stuff and would it be good to use on painted 1/8" luan doubled td as finish coat.
