No, RV water supply tanks are generally not pressurized at all.

No, the water is pulled from the tank by a pump. If water is also supplied under pressure from the outside, that water line is connected on the outlet side of the pump, and a check valve in the pump keeps water from flowing into (and pressurizing) the tank.
