Yes you can apply epoxy over any cloth that won't dissolve. In Navy, I was a Damage controlman. in caseof a water main break we had fibreglass repair kits. In training we used a dungaree shirt instead of glass cloth; it still held 150 psi

Or look at all those Trabants made in East Germany - they were made from Duroplast, some sort of phenolic resin and cotton fibres (both scrap or recycled materials) and were strong enough for this:



Because the fibres used in were cotton, rodents were claimed to gnaw bedding material from broken Trabbie body parts!
