I don't think you need to worry too much about making the angle cuts for the tubing. A chop saw will cut at 45 just as easily as 90, although you will need an extra clamp on the piece to keep it from creeping into the wheel. Welding the miter is easier, as you don't have to deal with the gaps where the square-cut end of the crosspiece meets the radiused corners of the rail.
