If you cover a sheet of ply in epoxy, am I right in thinking a normal wood glue like titebond would no longer work very well on the epoxied surface?

I would think you're right. Glue works best when it can penetrate and epoxy would keep that from happening. If you gave the surface a bit of a sanding, you might get a bit of a mechanical bond but it might not be the strongest. Just my thoughts

The best way to bond an epoxied surface is with more epoxy, thickened with an adhesive filler. Although I have also used PL Premium, which is intended to also be used on non-porous surfaces, and it seems to work.
