A "hurricane hinge" is the nickname given to a two-piece extruded aluminum galley lid hinge that is virtually "hurricane proof" thus the nickname. It was the original, offset hinge that first earned the monicker, and then the "new" 0-offset carried on the tradition, as it were.
Here is a pic of the offset type:

... the "offset " refers to the fact that hatch piece raises the top of the hatch 1/4" above the top of the roof ... "0-offset" means that the hatch is on the same plane as the roof, and also has a slightly lower "crown" that protrude above the roof line.
As previously mentioned, using the offset hinge allows you to NOT have to notch the galley walls to clear the edge moldings and hatch seals ... using the 0-offset hinge normally requires that you "notch" the galley walls about 1/4" behind the body side hinge beam (some folks carry that "notch" all the way to the floor or threshold of the galley, others will taper or "feather" the notch rearward into the body profile within 12-18").
