Axel Position

This is as much information as a question. I've heard a lot of things about building trailer frames and where to put the axels, but this is a new one on me. It was passed on by an old man living near me who spent his younger years, as he put it, building custom trailer frames. (admittedly, these were utitlity trailers so this may not have much validity here)
He said if the bed of the trailer is 8' long, you "make a mark" at the center and then move toward the rear 1" for each foot in length of the trailer bed. So, by his calculations, a trailer with an 8' bed would have it's axel 40" from the rear.
Anyone heard of this before? I've not sat down and looked at my drawings yet to see how that compares with where I have the axel located on my trailer, so I can't comment.
