Is there a single step Golden Oak and Polyurethane sealer fro easy application for wainscot wood, or can be any other color except water base, or is water base also good?

Minwax, or other companies may already have one in that color, if not, it is easy enough to make your own.
Tint your varnish with the desired color stain.
I much prefer oil based stain and varnish over water based.
Water based products in my experience, are not as durable.
