As a DOT employee, I work on the highways every day. ANY distraction for a driver is potentially deadly. How often do you hear someone say, "I only looked away for a second and ..." I've seen cell phones, GPS devices, laptops, books, newspapers, makeup, iPods, cassette tapes (remember those), CD cases, kids in the backseat, mobile offices, semi-comatose gazing into space, even various activities that belong in a bedroom ... literally every distraction you can imagine. If your full attention isn't 100% on the task of driving safely, you are likely part of the problem.
I work in a rural area, two lane highways with peak volumes of 180 vehicles per hour (definitely not heavy traffic), posted speed 65, actual speed around 70. I happened to be in the road the day after the 7th Harry Potter book came out, and I counted 48 HP books ON THE STEERING WHEEL during my 10 hour shift. Let's see, by my figures, 1800 cars, 48 books (that I saw), that's over 2.6% of the driving public was insanely distracted that day by Harry Potter alone.
Despite this, I don't think that passing a law will solve the problem. Distracted driving is already against the law in most places. The cars that we can buy today are so comfortable and easy to drive that it becomes "boring" and the next thing that you know, you're distracted. Education will help, but it all comes down to PERSONAL RESPONSIBILITY. THE DRIVER has the responsibility to safely operate that vehicle from the moment they open the door until they arrive at their destination get out and shut the door. PLEASE TAKE THAT RESPONSIBILITY SERIOUSLY.
