Hmm wonder if thats why I bought a 12 ga semi auto at a show last weekend and a new Ruger 10/22 with a tactical folding stock on it from the factory!! I think I'm almost set for the Zombies :lol:.

Hell has frozen over!!!
We may soon be able to join the rest of the country on concealed carry. There is still ti,e to screw it up and you can be sure that the "Rahm Father" as the Mayor of Chicago is referred to can still get his hands in on this. The state of Illinois would have to allow ordinary citizens to carry weapons under a federal appeals court ruling issued today, but the judges also gave lawmakers 180 days to put their own version of the law in place.

In a 2-1 decision that is a major victory for the National Rifle Association, the U.S. Seventh Circuit Court of Appeals said the state's ban on carrying a weapon in public is unconstitutional.

"We are disinclined to engage in another round of historical analysis to determine whether eighteenth-century America understood the Second Amendment to include a right to bear guns outside the home. The Supreme Court has decided that the amendment confers a right to bear arms for self-defense, which is as important outside the home as inside," the judges ruled.

"The theoretical and empirical evidence (which overall is inconclusive) is consistent with concluding that a right to carry firearms in public may promote self-defense. Illinois had to provide us with more than merely a rational basis for believing that its uniquely sweeping ban is justified by an increase in public safety. It has failed to meet this burden.

"The Supreme Court’s interpretation of the Second Amendment compelled the appeals court to rule the ban unconstitutional, the judges said. But the court gave 180 days to "allow the Illinois legislature to craft a new gun law that will impose reasonable limitations, consistent with the public safety and the Second Amendment as interpreted in this opinion, on the carrying of guns in public."

David Sigale, an attorney who represented the Second Amendment Foundation in the lawsuit, called the decision by the appeals court in Chicago “historic.”

“What we are most pleased about is how the court has recognized that the Second Amendment is just as, if not at times more, important in public as it is in the home,” he said. “The right of self-defense doesn’t end at your front door.”

In the opinion, Judge Richard Posner wrote that “a Chicagoan is a good deal more likely to be attacked on a sidewalk in a rough neighborhood than in his apartment on the 35th floor of the Park Tower.”

Illinois Attorney General Lisa Madigan, a Democrat, is taking time to examine the ruling before deciding whether to appeal to the U.S. Supreme Court.

"The court gave 180 days before its decision will be returned to the lower court to be implemented,” said Natalie Bauer, Madigan’s spokeswoman. “That time period allows our office to review what legal steps can be taken and enables the legislature to consider whether it wants to take action."

Illinois is the only state in the nation not to have some form of conceal carry after Wisconsin recently approved law.

"The (Illinois) legislature, in the new session, will be forced to take up a statewide carry law," said NRA lobbyist Todd Vandermyde.

The lobbyist said prior attempts to reach a middle ground with opponents will no longer be necessary because "those compromises are going out the window."

House Majority Leader Barbara Flynn Currie, a longtime gun control advocate, said she hoped the state would appeal the ruling. But Currie also said lawmakers must “get cracking” on how to respond to the ruling and begin parsing its key points.

Currie, D-Chicago, said that “justices surely do not mean that we would have to have wide-open” laws in Illinois. She said Illinois must now look at what other states are doing, such as disallowing guns in day-care centers and other locations.

“If we need to change the law, let us at least craft a law that is very severely constrained and narrowly tailored so that we don’t invite guns out of control on each of our city’s streets,” Currie said. “I don’t want people out of control wandering the streets with guns that are out of control.”

Rep. Brandon Phelps, who has repeatedly sponsored concealed weapons legislation, hailed the measure as a “mandate."

“The justices more or less said Illinois has a mandate to get something passed within 180 days… to pass a concealed-carry law in the state of Illinois,” said Phelps, a Democrat from Downstate Harrisburg.

“I never thought we’d get a victory of that magnitude,” Phelps said.

Phelps fought unsuccessfully in the House to pass concealed weapons legislation with a long set of restrictions, but he warned opponents of his legislation may regret they had not supported it when they had a chance. Now, he said, he “can’t see us” going forward with legislation that has as many restrictions as the bill that failed.

The prior bill largely limited carrying weapons to when a person was in a car, walking into a house and out on a sidewalk, and it specifically disallowed guns to be carried in churches, schools, gymnasiums, sporting events, bars and businesses, Phelps said.

He said no decision has been made on which restrictions in his previous legislation would be removed in a new bill.

Phelps warned that gun control groups who might want to appeal the issue to the U.S. Supreme Court might put strict laws in other states in jeopardy. He said he would consult with the National Rifle Association and the Illinois State Rifle Association.

A spokeswoman for Gov. Pat Quinn said the administration is reviewing the decision. The governor has previously said he was firmly opposed to any law allowing citizens to carry loaded guns in public. He threatened to veto previous attempts by lawmakers to pass legislation allowing concealed carry in Illinois.

Mayor Rahm Emanuel said through a spokesman that he was “disappointed with the court’s decision.” The city is reviewing the opinion and will work with others “to best protect the residents of Chicago and still meet constitutional restrictions,” Bill McCaffrey added.

“As the mayor has said all along, the City of Chicago is committed to maintaining the fullest degree of lawful handgun restrictions possible while still respecting the Second Amendment rights of law abiding citizens, because maintaining common-sense restrictions is an issue of public safety.”

Very good news indeed.

Interesting "opinion" from Currie;

How people with such narrow thought processes can be elected to run our country is just hard to believe.
That allowing law abiding citizens who are willing to undergo government checks, take special training, and be forced to deal with legal and moral consequences in order to defend themselves equates to "people out of control wandering the streets with guns that are out of control? :thinking: :thinking: :thinking:

If the lawmakers/system would enforce current laws and put away the CRIMINALS whose ILLEGAL gun use causes these fears, there would be no fear of guns.

Good points Rob. My guess is very little research is done pryer to some of the foolish statements our elected officials say. I found it interesting that now they want to look at what other states do. No sense in looking before speaking I guess.

It is obvious they, or at least she, was/is totally against allowing law abiding citizens to carry/own something as evil as a gun, since of course they would
immediately run wild and out of control on the streets...
I always thought, as a younger man, that the people we elected to run our country were qualified, knew the issues, and had the experience to make wise choices.
Over the years I've come to believe that those with giant egos and a lot of money can in effect "buy" a job so they can push their one sided agendas on the citizens of the USA. in some wildly out of control experiment that most of us seem to accept as "normal".

There will always be two sides to every issue, but gee, both sides (being very intelligent educated people) should research all available information, and make these decisions based on what seems to work best for the majority.

If the current available information showed that law abiding citizens were running wild and out of control with guns on our Illinois streets, then I would agree that citizens carrying guns was a bad idea.

However, since law abiding citizens do not carry guns on Illinois streets (they abide by the law after all...) the opinion of this lady suggests that she is not qualified to be in charge of anything that requires making decisions.

Harsh perhaps, but it is very wrong when the people in charge are allowed to make decisions that affect us based on their personal and often misguided opinions, rather than the facts that they should be reviewing/considering in making these decisions.

All this nothing new I suppose... :frightened:

I've been away from these forums for a while but I decided to check in on them tonight. Lo and behold, there's a thread about concealed carry!

I live in Wisconsin and I carry a Glock G19, 9mm (legally, with a permit).

Why do I carry?
A) Because I can
B) Because you just never know!
C) I was a Boy Scout. Boy Scout motto: "Be Prepared"

In general, if I knew I was going to step into a situation where I would need to draw a pistol and shoot another human being, I simply would not enter that situation. But the fact of matter is that you simply don't know when some idiot is going to attack you or put your life in danger in some other way!

As mentioned previously in this thread, consider the shooting in the theater in Colorado. Innocent people watching a movie are attacked! I want to have the option of protecting myself and others if I were in a situation like this.

And maybe -- just MAYBE -- living in a state where concealed carry is legal provides me a bit more security that living in a state where it's not allowed.
Consider this possible scenario:
You are a thug who wants to rob a convenience store for some quick cash
You are armed, stoned, and fairly desperate
You are on the Illinois / Wisconsin border
It's 3 miles north to a convenience store in Wisconsin (where the store clerk and/or customers may be armed)
It's 3 miles south to a convenience store in Illinois (where nobody but you will be armed)
Which store would you rob? Clearly the sane choice is the one with basically zero chance that anyone will fight you!

I believe the concealed carry law MIGHT cause would-be criminals to consider their crimes before omitting them.

There's an old saying, but it's true: "Guns don't kill people. People kill people."

Guns are simply a tool. Nothing more. Yes, they make an efficient tool for taking lives. That's true. But still, they are nothing more than tools.
I own about 15 guns of various types that I use for hunting, sporting clays, self-defense, sport target shooting, and just for collectibility. None of those guns has, to my knowledge, ever been pointed at, nor taken the life of, any human beings.

Finally, if we're going to talk about possession of deadly weapons, I dare say that every single camper on these boards goes camping with a minimum of two deadly weapons every time they leave home! You're driving an automobile (deadly weapon #1) and you have kitchen knives (deadly weapon #2).
I don't have the stats at hand, but I can guarantee thousands of lives were lost this past year due to those two deadly weapons. Yet they are legal.

To those of you who don't like guns, or don't like the idea of average citizens carrying them: I completely understand your concerns and fears. I wish I could convince otherwise, but I respect your opinions. I do wish you could spend some time with myself or some other gun-owning-and-carrying individual to see that we are normal, average, everyday people. I wish you could join me on a clays course and see that the challenge of shooting those fast-flying chunks of clay is very akin to shooting a good round of golf! I wish you could come with me to the target range and take on the task of placing each bullet as close to the center of that black circle as is humanly possible. There is as much sport in either of those as there is in golf, fishing, or any other such sport where it's you against the objective. It's a little noisier, but the challenge is very much the same.

In closing, please know that we don't WANT violence! We don't INVITE it. But we are darned well ready to deal with it if need be.

Seriously, they should ban guns all together as all you hear about is mass murders and stupid killings all over the news.

Today's mass shooting is a horrible event. Indeed, our prayers must go out to the victims' families.

But suppose this (clearly deranged) individual had driven his car into a crowd? Should we then outlaw cars?

You cannot govern and create laws based upon what some crazies might do. Laws must govern the sane.

Forgot to add: Do we even know if today's idiot had a CCL (Concealed Carry License)? Even without being someone who "carries" he could easily have taken a gun from home to do this. Today's horrific action is completely separate from the issue of carrying concealed.

As for guns on general, I'll roll out the old chestnut: Guns don't kill people. PEOPLE kill people.
