Yep, that's military book keeping for you.
It doesn't really surprise me after what I saw they paid for stuff while I was in. I could have gone down to the local hardware or auto parts store and bought the same part for pennies on the dollar... or less!!

People have a short memory, and I never complain about this stuff:

Don't you guys remember that if this stuff didn't happen, we wouldn't have had the funds to research that alien spacecraft which Will Smith and Jeffrey Goldblum used to fly to the mother ship, upload the virus, and save the Earth from an alien invasion?

You all make me SICK.

Also, why the hell do aliens always look like reptiles? Maybe they look like cute little bear cubs, but they're just as deadly.

The reptile skin is usually on the old women, from too much time in the sun.

The bad attitude comes from not being able to find a decent slice of pizza in the whole damn state. Hell, even the ex-New Yorkers forget how to make one as soon as they get here.

And I refuse to blame it on the water.

bookkeeping

I am not happy about the military bookkeeping. I do not understand how this could happen but
I am really sad about all the dishonest people in the world. Why do people do this? Something has gone terribly wrong for people to think this is OK.
I worked for Welfare Special Investigations for awhile (DA expert witness for Medi-Cal and Food Stamps) I cant believe the cases we had. Dishonesty is everywhere.

I was a buyer for the government, and my wife still is. It is the buyer's responsibility to ensure the government isn't being taken like that. They ought to go after the buyers that approved payment on those purchases. It sounds like there were errors made on both sides.

A company I used to work for sold to the Federal Gov. and the amount of paperwork you had to do was ridiculous. We never did anything even close to this, but you always had to figure in covering the cost of a foot of paper for ever item you sold them. This is info that someone could have gotten online or out of a catalog, but they required it be submitted in multiple copies on each item sold, no matter how insignificant. It was very frustrating. And the Gov. was also very slow paying their bills. If you sold them something and shipped it in January, you might not get paid for it untl July. You had to figure the paperwork costs and carrying the debt for 6+ months into your sell price. Of course, these people have carried it to an extreme because they found a loophole and took advantage of it. I am not saying it is right, just that the Fed.Gov. creates a system where it can happen. JMHO.

The current system for most of government buying is to use a credit card. Orders are placed similar to what you or I would do buying for ourselves, and the merchant gets paid right away by credit card. Many contracts are being paid monthly be card, so the merchant gets paid with no delay. The only hangup I had as a buyer is when a company insisted on charging us tax when we were tax exempt as all US govenment agencies are.
