I figured it out

That's not fair. Don't tell me the answer, but if you could give me a small clue.

I end up with this:

bone=3 pot=max
water=4 tube=5
ball=1 spring=1
bowl=max man=max
plants=max fire=max

WOW! I finally got it. It took me a while though. My only clue is the things max out at different levels and some need more time than others. Also a couple things are dependant on others so you have to do them first or at the right time. I do think there might a few different combinations that will work but the key things I think have to be at the right time. I guess the begining few and the end few have to be just right and remember some things max at level 2. OK that was more than just one clue.
