If I just recieved it, it has defects, and I paid by credit card, it would be going right back and I'd be disputing the charge on my credit card! No questions asked. I encourage you to do the same.
My thoughts on converters in general see this string:

The person that started the string (Capt Home Slice) went along with my (and other's) reasoning that a converter really isn't a required piece of gear. A good battery charger is all that is required if you have a battery in your tear.
