Elixir Power Converter cooling fan issue

I have a 20amp Elixir power converter in my Little Guy and I think the cooling fan is acting strange:
When I'm plugged into 120v and have my 12v cooler plugged in the cooling fan on the power converter cycles on and off. It will come on for no more than 2 seconds then off for a couple minutes then back on for 2 seconds and off for 2 minutes; it just continues with this cycle. When I unplug the cooler the fan will still cycle like this for several hours then stop.
The Elixir owners manual states "Variable speed control cooling fan operates only when your converter is at high load. The cooling fan will stop or just turn at low speed when power demand is low".
I think the Koolatron cooler only draws 4.5amps.
The fan cycle is VERY annoying when trying to sleep not to mention I don't think it's right.

I spoke with Little Guy and was told the power supply behavior was not right. They are shipping me a replacement unit. These guys are good!
