Just like the bearing, the seal is a precision piece of engineering. Most people don't know that the molded lip on the active part of the seal (the inner grease lip) actually is not round and flat. It has a wavy form to it so that as the hub rotates the area exposed to grease varies ever so slightly. This lubricates the seal and helps spread the area that the seal lip rides on, reducing wear. If the lip was truly round and flat the grease would quickly be wiped away and the narrow contact line would quickly wear a groove in the spindle.
Any dent or ding from, say from hammering in a seal, no matter how gently you tap, can potentially upset this geometry, warping the rubber skirt and changing the way the seal lip runs. We're talking thousands of inches tolerance. This is why it is always recommended to drive a new seal in using a flat mandrel, plate or over sized socket. Best way is to press them in.
The technique of using the outer washer to drive the inner bearing and push the seal out from the inside may seem to work fine, but there is no way to protect the delicate inner lip from being pinched, cut, or otherwise mutilated by the edges of the roller cage, etc. They're just not intended to be driven out from the inside without being replaced.
I'm not saying that it hasn't worked for you guys, in the past, I'm just saying that the trailer OEM is doing a disservice. They should be providing new seals with the trailers to be installed at the time of commissioning. The reason they install them in the first place is to keep crap out in the meantime. Why they don't do a better job of just cleaning and greasing the bearings and hubs the first time must certainly be a matter of money. Cheap is cheap.
My $.02, use new seals every time. Cheap insurance. It's hard enough to get them in true as it is, even using a press. Pretty amazing how well they preform given the abuse they usually see going in.
