So, I had to go home, call NorthernTool customer service and ask them to send me a "bill of sale" with the VIN number on it. Within a half hour or so they e-mail it to me and the next day I was back down at the DMV and got my title, registration and permanent trailer tags.
So, it took two trips to the DMV not having known that they now require a "bill of sale" with the VIN number.
