15" wheels and tires on tractor supply 4x8 no floor tra

Okay. I am a newbie and just started on this forum. I recently bought plans for the "Tin Top Teardrop" from Stephen Guthrie. He explains in his plans about the problems he had using a Harbor Freight frame and converting from 12" to 15" wheels. I am currently deciding between a 4x8 or a 5X8 frame. Anyway, my biggest concern before I take the plunge is changing the axle to a larger diameter wheel. My question to the group is: Once I choose my frame size, what should I choose next? Should I get the fender first, the wheel first, or the axle first in order to ensure that I get enough wheel clearance?

My suggestion is get the tyres and wheels first, with these and the frame determine how wide the axle should be. when all squared away find a fender to cover it all up with.
