Is a TSC 4x8 trailer frame a good start?

I was camping in New York last week and saw a TSC in Potsdam with a bunch of trailers out front, so I decided to have a look. Since I have a small car (Aveo) and cannot have anything bigger than 4x8, this trailer caught my eye.

At $349, the price is right, and a bargain compared to what I have seem locally. Is it a suitable trailer to build from? My ideal trailer is moving to a hybrid rimple/simple (rimple in front, simple in back [schrimple???]). I may start work in the late summer if this can fit the bill.

Also, I live in Quebec. Does anyone know what would need to be done if I want to buy one of those things? Do I get a transit permit in NY, then plate it in QC? Do I tow it without licence plates until I get it home? Do I buy it, go home, get a plate put it on? Is importing a trailer a big deal? Ugh, my naivete is showing.

Many have built on this frame. Some find it necessary to reinforce the tongue, but if you build light there should be no problem.

I used this trailer to start build #2. The tongue was then welded. Only thing that slowed me down was that the trailer was not level(front to back). Exterior trim hid everything.

This convertible trailer was a fun project and a friend bought it from half way through the build. I'd use this trailer again to build on.

I used the trailer for a third time and built out over the wheels - the newer designs have a reinforced tongue - , but I still welded the support plates to the tongue bar - if not then you have two bolts that support the entire fame to the tongue bar.
