Axel posistioning

I have to put a new set of springs on a utility trailer that I purchased. I had to use new hanging brackets etc. because of different spring length.
While placement front to back is no problem, what is the best way to fiquire where the axle should set ? Can measuring from sidewall of the tire to frame on both sides , front and back work? In other words, making sure it's not tracking weird..toe in etc.
