55 max speed on trailer tires..?

Scooter,

I think "high speed" marked on the side of the smaller tires designates them to be used on the highway at highway speeds, as opposed to the small tires and wheels built for garden cart and wheel barrow uses.

Steve's right - "high" speed is relative, and any road-legal tire qualifies as "high speed" for this purpose.
