I may be wrong but if both leaf-springs are the same length maybe the bushings in the shackles are frozen from sitting out and all they may need is some kind of oiling.

also without the weight of the pop-up's body weight pushing down on the coil springs, leaf-springs and the shocks they may be pushing the frame up causing the shackles to look weird.

I would spend some time freeing up the shackles before junking them things may fall into place.

turning the trailer up-side-down may help.

you can always junk them later if need be.
