I'm not sure where you got that notion but if it were true, based on extrapolating the numbers noted above, the huge diesel engines used to drive ships and other big things wouldn't be possible.

About half of the energy going to your drive wheels goes towards overcoming wind resistance. As wind resistance does go up with the square of your speed slowing down a bit can improve your mileage considerably. http://www.fueleconomy.gov/feg/atv.shtml

The more you can reduce wind resistance the more you'll save and the better your combined rig will handle.
