How low can hitch get

Have a hitch installed on my Toyota Avalon and it's very low to the ground. When I put in my bicycle carrier it will scrape on any significant incline. Was wondering what is the lowest hitch configuration that can work safely? Is there a measurement for that? Is there anything to do to correct that?

I am working on adapting our bike rack that I made for our tandem to our new(er) Subaru outback and found that the old arrangement on the 01 Outback was higher in proportion to the top of the car. Solution for me was a new draw bar with a three inch rise, problem solved.
In all likely hood this is not your solution and with out more information I can only guess. Possible solutions Air shocks to get a bit more lift in the rear or hitch mounted skid wheels.
