I am restoring/converting a1985 Haulmark that I aquired from a yard that towed it in as abandoned 15 years ago. Because of its age the tag with "vin" number rotted to unreadable long before I got it. We used it a few times and just put our old harbor freight trailer plate on it.

Now that I am converting it but I want to make it legal but being in Pa and not having a "vin" number it's near impossible.

Well being 37 years old it needs alot of polishing. I started by sanding down the tongue and replacing the tongue jack. To my surprise after removing the paint I found that the factory stamped the "vin" number into the passenger side arm. It's still going to be a pain to register it but with the number it is possible. So if you find an old cheap trailer and need to find the number you may want to look there. (Trailers without title in hand in title states can be cheap as hell)
You hide your conversion and call it stealth. I put mine out in the open and give it a beer.

VINs are often stamped somewhere on the tongue. Use a wire brush and check for numbers.

If it's really that much of a PITA check to see if you can title and register it in another state. I used to live in Michigan, when I moved across the state line the MI DMV told me they would happily take my registration money and WI can't do anything about it. They're position was it is registered and it doesn't matter where the trailer lives. Maybe try a neighboring state...

In WI it is relatively easy to title a missing title trailer. They are happy to do a small amount of title search and title it in your name. And if the trailer ends up being hot it is you who are on the hook, not the state.

up here in ontario you can register it as homebuilt/homemade and get a new registration for it and are not required to pay tax on it because tax was paid when buying the parts to build it.
